Born in Podberezye, Lithuania. Officiated as chief cantor in Frankfurt am Main for thirty eight years. Ogutsch composed numerous choral settings for cantor and choir, published 'Der Frankfurter Kantor' containing synagogue melodies of the Frankfurt tradition.
